GEN55 Obtain and monitor the use of the funds required to implement plans to meet local needs for health care services

Overview

This standard is about contributing to the development and review of the local health care strategy by obtaining and monitoring the use of the funds required to implement plans to meet local needs for health care services. There are many statutory agencies - as well as referrers, providers etc - involved in the commissioning of health care services. It is important that all partners support the overall local strategy and are clear about their individual roles and responsibilities for commissioning specific services. Users of this standard will need to ensure that practice reflects up to date information and policies. Version No 1

Knowledge and Understanding

You will need to know and understand:

  1. how to develop accurate budgets for planned activities
  2. how to communicate effectively with stakeholders
  3. sources of funding for health care services
  4. how to prepare bids for funding in the format and within the timescales required by stakeholders
  5. the importance of monitoring the use of funds in line with budgets, and how to do so
  6. the importance of monitoring activities in line with plans, and how to do so
  7. the actions you can take in the light of significant variances
  8. how to make a clear case for required funds
  9. your own role and the limits of your responsibility and authority

Performance Criteria

You must be able to do the following:

  1. produce accurate budgets for the funds required to implement each part of your plans
  2. identify suitable sources for the funds required
  3. prepare bids for funding in the format and within the timescales specified by stakeholders
  4. make a clear case for the required funds with reference to national policies and local priorities, based on local needs assessments
  5. enlist the support of partner agencies in obtaining required funds, if necessary
  6. where the required funds are not available in full, agree with partner agencies how your plans should be adjusted in line with national policies and local priorities
  7. monitor the use of funds in line with budgets, and take appropriate corrective action in the light of significant variances
